About us

Our History

Organized in June 2019, the Lowndes County Unincorporated Wastewater Program (LCUWP) is a 501(c)3 nonprofit organization recognized by the United States Internal Revenue Service to promote public health, convenience, and welfare for rural Alabama families. 

LCUWP is the result of a community-wide effort to help low-income community homeowners correct decades of hazardous wastewater disposal and its practices. LCUWP is comprised of Lowndes County Residents duly appointed by the Lowndes County Commission.

We give our thanks to Catherine Flowers for raising awareness of the Black Belt Wastewater Crisis and the previous members of LCUWP who helped us structure our 100-home pilot community-based Wastewater Improvement Program-Phase I. Those members include Sherry Bradley, Perman Hardy, LaRue Smith, and Michael Dansby.

During Phase I, we soon realized other barriers blocking low-income residents in Lowndes County from program eligibility. In Phase II, LCUWP scaled the program comprehensively to eliminate exclusions.

Today, LCUWP’s community programming includes legal services, housing rehabilitation, trailer replacement, and pre and post-community educational outreach.

The homes featured above need housing repairs or trailer replacement, new septic systems, and the support of community educational outreach.
These conditions exist due to low income, illness of the primary provider, or death of a loved one.

Meet our dedicated board of directors

Carmelita Arnold

Mrs. Arnold has been a resident of Lowndes County, Alabama since 1991. She serves as a managing member of the local volunteer fire department supporting justice and public safety through administration and secured grants to support the department.

Mrs. Arnold is also a U.S. Air Force Veteran. Her federal job experience included FAA Dept. of Transportation as an Air Traffic Controller in Hawaii and her many years working in administration have equipped her to serve as a member of LCUWP.

Carmelita loves her community and is committed to the work of building a brighter future for low-income families suffering from failing and nonworking septic systems. She serves as President of the Board.

Elis Bandy

Mr. Bandy is a lifelong resident of Alabama and resides in Lowndes County where he is an ordained Elder of A.M.E. Zion Church and has a history of supporting community improvement programs. Mr. Bandy understands housing construction and project management. Mr. Bandy performed a septic system site preparation including percolation testing. He provides 52 years of construction experience to the board of LCUWP. He serves as the Vice President of the Board.

Willie E. Dixon

Ms. Dixon is a Lowndes County Resident. Ms. Dixion has a passion for education and has a background in administration and education. Dixon cares for her community and is committed to making it stronger. She serves as a Board Member.

Pastor Martin McCall

Pastor Martin McCall is a lifelong resident of Alabama, resides in Lowndes County, and serves as a minister at the Church of Christ.  Pastor McCall has been and is at the forefront of efforts to improve the lives of Lowndes County residents. He has spearheaded many programs and is dedicated to serving his position including community housing repair program, emergency assistance, and food distribution as a Board Member.
